When the next big update goes live in World of Warships, clans will find an almost completely new Naval Base system. As the Base grows, clans will "reap the benefits from various bonuses" including things like extra XP per fight, discounts on certain ship tiers during research and much more.
Clans will find some new features including the need to collect oil for the clan through completing missions and from containers. It's a vital resource to help develop the base.

With the release of Update 0.7.9, a clan's Naval Base will consist of nine structures: Officers' Club, Shipbuilding Yard, Dry Dock, Research Center, Academy, Design Bureau, Rostral Column, Coal Port, and Steel Port. There is a separate construction site available for each structure. Each site houses several constructions and a bright icon on top. Without expansions, structures do not provide any bonuses to clan members.
The amount of oil collected determines a clan's level and how much is needed "for novice members of that clan to get access to bonuses from structures".
