In a statement from Sony, Cyberpunk 2077 will be removed from the Playstation Store and full refunds will be given. There is no telling whether or not the game will return to the Playstation Store at a later date, as it is currently slated as removed “until further notice.”
The statement in its entirety can be read on their official announcement, but an excerpt is below:

The problematic launch of Cyberpunk 2077 on consoles has certainly caught the attention of the industry as a whole, as the loss of trust in CD Projekt Red has been laid at the hands of their management team, who has taken full responsibility for the failures of the highly anticipated title. While the response to remove the game from the store is a substantial and uncommon reaction to the problems Cyberpunk 2077 has, it is unclear whether or not Microsoft will follow suit, and remove the game from their digital store as well. This is a developing story and we will continue to update it as more information becomes available.
