It looks like Phantasy Star Online 2 has been confirmed for Steam in its online manual from its official site.
As of today, the only way you can play Phantasy Star Online 2 outside Japan is on the Xbox One. There’s a closed beta running on February 7-8. If you’re in the beta, you can begin preloading. But what about Steam?
If you head over to the official site, go to the Support header, then select to take a look at the manual. Once that pops up, select Game. At this point, there are three options visible. One of those options is about the PC version, which mentions Windows 10, but also Steam.
