The New World team are currently collecting PvP questions for their second Dev Diary, which is set to release next week.
Community Manager Legion posted the following on Reddit,
“We're currently working on a dev blog about PvP, it will likely hit early next week. We're collecting player questions and assets, we don't want to just put something out quickly that doesn't answer the hot topic issues right now, we want it to be meaningful so I would ask you patience on that. Additionally we will have another Dev Diary later in the month.”
Legion followed up with,
“This dev blog that we're drafting up is designed to clear up the confusion over the current state of PvP. While we appreciate all the other questions being asked in this thread (we will keep them in mind for future blogs or videos when we cover those other topics) this dev blog will be hyper focused on PvP.”
The confusion referred to here may stem from an interview with Mein-MMO.de where Game Director Scot Lane will not feature forced PvP.
