The Elder Scrolls Online site has been updated with a new blog post that lays out the details on big changes coming to the game with Update 17. These changes will be specifically targeted at players in groups to encourage better tactics. Players can look for significant changes coming to tactical maneuvering in Cyrodiil and for better tracking of synergies.

  • Synergies will now be more visually apparent thanks to the addition of a column of light or other visual marker to let other players know where they can find a synergy
  • the cap on AoE damage on Cyrodiil has been removed in an effort to get large groups of players to spread out more
  • Stamina Block Cost has been lowered and Block Cost enchantments will have a reduced effectiveness
  • "With Update 17, we've reduced the severity of the movement speed penalty when using an ability with a cast time to allow you to maneuver more during a fight. This better supports the quick pace of battle if you like to use these abilities. However, when you cast these abilities, you'll also now have a red telegraph indicating that you can be interrupted by your opponent(s). If your ability is interrupted, you can't cast that same ability until after a short cooldown. "
  • Heavy Attacks will no longer remove Off Balance debuffs from bosses

The goal, according to the post, of all these changes is to make "ESO's combat more responsive, tactical and ultimately fun".
