In statements on its own site and on Steam, the Astellia team have announced the service is indeed shutting down. TImes and refund info were shared.
Astellia will be shutting down on October 29. The team shared various dates and times for both the termination of service in addition to various refund information. These are the times Astellia will officially shut down as shared:

The official site shared additional information regarding blocked payment and refunds. For example, you'll have until the following to request refunds:

Furthermore, they note,
"The way how to apply for refund and submit request will be announced on September 29th before 30 days of service termination, please find details through this notice."
There is also an Astellia termination event scheduled to take place during the following dates and times which will see increased EXP Gain by 300%, and Drop rate by 300%, Discounted Gem Product by 50%.
