They are two very different concepts. One were you can buy the best weapon best armor with real life money. So you get an advantage over people. The other is were you buy the game and get to play it.

If you want to play any race other than Ork, you have to pay.  The reason that they have said, and it makes sense considering Warhammer 40k lore, is that the free to play people will outnumber the people who pay to play the Space Marines, Chaos Space Marines, or Eldar.
