Why do you doubt it? On the EVE section of Steam's official forums a lot of people were complaining of the activation fee when it was 14.99 from Steam.
Does anybody know if you get charged an additional activation fee when subscribing for the first time through steam?

Was the account that this character is on under a subscription cycle during this time? My question was what happens to your characters after your subscription ends and you do not renew.
The player guide on the eve homepage says:
"All information about your characters and their belongings is stored on our servers. If your account is temporarily disabled for any reason, this data will be preserved for several months. You can reopen your account at any time through the Account Management page and restart your subscription."
Is that it? just a few months?
