I dont know if you want TV tuner with your graphic card, but if not I recommend to return this card to shop and change it. You can get much better card ATI Radeon 4850 for cheaper price (but without TV Tuner).

If you will be looking for drivers for your (current) card, search either for All in Wonder HD or 3650 (your card have the same chipset).
Drivers can be downloaded here: http://ati.amd.com/support/driver.html
Select Windows XP Pro/Home -> All in Wonder -> All in Wonder HD

Back to your problem, as I said, your card should handle WAR (with proper drivers) even if its not the best card you can get for that money. Your processor should be also OK.
As was said before long loading times is almost everytime caused by RAM, MMORPGS are even more RAM dependant than "normal" games just because that first M. I still think 1GB RAM should handle WAR so maybe there are some errors in your RAM.

RAM is cheap these days so you can consider buying additional 2GB (because 3GB is max amount for your 32bit Windows XP system) and if problems dont stop, try to remove old RAM from PC as a test.

Hey thanks alot for your advice, would the whole tv tuner thing really affect it that much?

Which is still annoying considering I just upgraded my card...Is there any way I can fix this.

uh AIW cards are like radeon 9600 or older equivalent (aka geforce 5x series); there are few that are actually optimized for gaming as well. They are more used for TV tuner and multi-functionality cards, HTPC, etc. They have not released an AIW for the 4x series yet I believe.

What model is your AIW? If it's the old kind it might not even be supported....how much was it, as well? That would be a good way to determine if you bought a new one or an old one. If it's a new kind, then that could be different.

I honestly dont even see the model anywhere I look...It just says ATI All in Wonder HD >.<

it was priced at 200 dollars, the salesmen said it was on sale...I kinda had a feeling I should've gone with a nvidia >.<

ATI cards are just as good as nvidia. Don't believe people who say one way or the other, (my own personal view is ATI> Nvidia but not getting into that) if you have a new card and its from either brand, you will have good performance. Make sure you install the drivers as well. That's important. These are not the one's off the disc. Go to AMD's homepage and get em.

Do me a favor; run GPU-Z and CPU-Z and tell us what it reports back as the models.

      GPU-Z = http://www.techpowerup.com/downloads/SysInfo/GPU-Z/

      CPU-Z = http://www.cpuid.com/cpuz.php

Both are 100% free and will tell us things to be able to tell you if your system is up to spec.

For processors please include: Name and number, Core stepping and process.
For graphics (GPU-Z), please include: Name, GPU, and GPU clock/memory.
This will tell us what you're running. You can take screenshots of the results and host them off imageshack for free if you don't want to type in the data.

also as Jzuska says above, 1GB is way low. I have 3GB and I'd rather be at 8 right now, in all honesty. Especially considering that 8GB is ~100-150$ (linked example: buy from bensbargains)

      processor - Intel Pentium 4 630

      Core vid - 1.388 V
      Stepping -  3

      Dont see process anywhere...

      ATI All-In-Wonder HD

      Gpu- RV635
      Cpu clock/memory - 722 MHZ/ 594 MHZ

Edit  - I also went to the system requirements site. I says the graphics are min spec, which i dont understand considering there brand new and support direct x 10. >.< Also I've played the game on high before, with no lagg.
