No thank you. There are plenty of other things that I would rather see them work on before the major effort involved in making a PvP server. The game was never really designed with PvP in mind and anyone who has spent more than a few moments in the zones can tell you this.
There are open zones for PvP, dueling for PvP, Team matches for PvP... there just aren't that many people who want to do it. Why? It's kind of sub par, and a vast majority of the players would rather PvE or RP.
Again, there are so many other things I would rather see first. If you want PvP, there are already zones/places for it. If there aren't many people using those options, I doubt you would get many more to come to any pure PvP server. Also, I find it kind of telling that the zone you think would be cool to raid is Atlas park, the noobie zone. No wonder PvP gets such a bad rep...
In a nutshell, no. It's not as bad as most of the posters in the forums would have you believe. Basically, take any glowing praise or cursing hatred on any game forum and try running it through a sanity filter and you might get something close to the truth.
I played from retail for about two months. My time was enjoyable, but there are some fundamental issues that they are in the process of ironing out. There is the basis for a really good game there, and I had fun when I played. However, it wasn't enough fun to keep playing until they add more content and straighten some things out.
You might enjoy it, you might not. There is a lot to like, and some real problems that the Devs seem to be working on at a pretty decent pace for a MMO. For me, I'll likely be back in a few months to check out what's changed and see where they've taken it.
