With your preorder you should've received a cd-key style code to enter in the Funcom site, without the code you can't do early access, whether you pay $5 or not.
Are you talking about the OB client? It's totally different from the CB client. Whilst I couldn't get the OB to run at all, I had a try at the CB from a friend and it was perfect, performance wise anyways.
So whilst this is going to be a terrible launch, it's not going to be the end of the world as Funcom will resolve most of the problems fairly quickly.

HOLY CRAPOLA batman, 400kb/s in the UK? Who is your ISP? I moved from there two years ago and that is amost 2x the speed I could get on BT's most expensive home plan.
Drop off is quite steep over distance for ADSL in countries with older telephone networks. ADSL2 is being rolled out this year though and I should see a boost in speeds when I get it in November of over twice what I have now.
400kb/s in UK. Works fine for me.
This is because there is two rmt companies operating in these games using stolen US credit cards to purchase stuff from the item shop, so all new payment options must be vetted by Codemasters to ensure they aren't using stolen credit cards or are of a high fraud possilibity.
Seriously, you have screwed banking system in the US where you can just google for credit cards.
Would you rather see a game release pushed back a year or have the game release witha few bugs that will be fixed?
