I could not agree with you more, but when people hear RTS their toughts instantly wander into armies and building cities.

Yes, JGE will have a very similar (but improved in many aspects) combat and economy system.
Altho Freelancer rocked my socks off, the scaleing kept bothering me, but I know for a fact that Jumpgate has this covered, so keep your fingers crossed that the beta will be out soon :D
As said above, the main difference between JGE and EVE is that in JGE you will have direct control over your ship thereby reducing the strategic part a bit, but upping the action :-)
