Sounds a bit weird to include the second option if they wanted a strong sense of Warhammer in their game but I can easily see that there are players that would want casual gaming over lore. No problem from me and thanks for clearing it up.
That's really not telling the whole story. Here's some additional points:
* The game was designed with Core in mind. The Open ruleset was added later after fans compained about not being able to attack un-flagged enemies.
* The zones are designed so that you rarely see the players of the other side unless you run into the RvR area or run into their PvE area.
* You can fight in the PvE area as long as both sides are flagged. Which did happen quite often in beta.
* The chicken mechanic is in effect on both servers. Open is still being discussed, but last we heard from the Devs the only planned difference between Core and Open is that your PvP flag is allways on when you're on Open. Meaning that if you enter ANY part of a lower-level zone you are turned into a chicken. Which means you can't go back to earlier levels to finish quests, fill out the ToK or help lower level friends PvE.
The only reason they did that is becasue they know how popular PVE Servers are in WOW amoungst straight players who are gayer than a pansy in a poohole.
Wow made the mistake of called their servers PVP and Normal when it should have been PVP and Iamtoogaytoplay.
The pansies really have invaded MMORPG space and a commercially minded games developer would be negligent to dismiss the needs of that large slice of the meat market. IUndividually you might find more meat on butchers pencil that a dog has licjked clean, but collectively its another story.
It isnt t a coincidence that a large percentage of people that choose a hobby that involves hours in a room staring at a screen turn out not to be the tough and hardy outdoor types that most armies would prefer on the front line (Italy excluded)
Avoiding PVP at server selection level is tantamount to treason - Lore or no lore. It is there for people that cant hack it

As to the memory question. A 32 bit based operating system can't address more than 4gig. A 64 bit operating system can address over 4gig. Microsoft varies the upper limit a 64 bit system can read(from 8GB to 128GB) depending on which version of the operating system you buy.
On the video cards either way you will be fine. The ATI card does run hotter and that probably translates into a noiser system. And there tend to be more issues with ATI drivers. If you get a 9800GTX+ it outperforms the 4850.
This is the cheapest 9800 gtx+ I found looking real quick: ($200 and a $30 rebate)

You dont need more RAM. I have 2 GB of RAM on my Vista SP1 64 bit and I never had any problems in any game.
I suggest buying HD4850 if you are short on bugget, and 8800GT and 8800GTS are good choices but not as good as 4850.
You should also consider GTX 260 and HD4870 if you have few extra bucks.
For all these cards you will need a PCIe x16 slot on your motherboard. If you do not have that slot, and you have AGP slot, then buy ATI HD3850 512 MB card which is a best card for AGP slot.
Well if i was getting a rigf fopr gaming - vista would be last OS id get right now. Extra ram good - vista bad.
it isnt about having a problem it is about better performance.
Dont spend $150 on a case and PS for that ! Jees - you build it in in a cardboard box get an ok PS and poke the savings at the stuff that matters.
If your case looks pants (and it need not on a budget) when ythose burglars break in the ywont give your rig a second look.
Aside from questing, what do you spend most of your time doing in-game?
