He needs to MOD-up and lock some threads rather than opening his mouth, for it seems to be getting him into trouble. When more than one player is willing to take a banhammer smite to the head for a chance to call the mod a deuche, you know something has gone completely wrong.

The decision to instance City Siege is a positive one.
Unless your computer can handle 1000+ players in one area, in that case it would be a negative one.
City Sieges are levels 7-40, so everyone on your server will be participating if they choose to do so.
