It's been a year since the last expansion, I'd hardly call that rushed or anything, unless you're used to Blizzard's "once every three years is good, right?" release schedule.

Considering how much I dislike WoW and how much I like WAR (and that's far from blind hate or love, I like certain aspects of WoW, but overall the game never felt engrossing to me and while I enjoy WAR overall, there are still definate areas I see for improvement), I'd have to say that there is at least something to that statement.
Or maybe people just prefer the scenario play to open RVR? Just because one style is your preference doesn't mean it should be pushed on everyone else (by removing the style the numbers seem to support). I've personally never been a huge fan of the open RVR and prefer scenarios and quests (both public and private) and it seems (judging by how quickly I can cycle through scenarios) that many others feel at least similarly to how I do.
It seems to me that, at this point, the game would be better served by removing open RVR and further implementing scenario play, if you want to push the concept that is going to keep the greater number of players active. Of course, that won't happen because the lore of the world is based around the open RVR concept, but the raw numbers make that a much more reasonable option than pulling all the scenarios.
And if you think people are going to quit because they get bored of scenarios, I'd have to begrudgingly point to WoW and their Battlegrounds system. I played WoW for a couple of months and never really got into the game, but it's hard to deny the fact that Battlegrounds are one of the main things that keeps that game so active.
So, if you want some words of encouragement, mine would be these: get involved in scenario-based play, it's quite a lot of fun and the wide variety of battle arenas means you're almost sure to find at least one or two you really enjoy playing on in each tier.
