Yes there outdoor area's and it's not that much later on, say starting around level 4'ish (probably around 10-15 outdoor areas in all). The nice thing about the tight area is the travel times, which makes it easy to play and gather. This game's sole being is about team grouping in a more detailed instance then your average MMO fare. With pretty fair character customization, another trait the two have in common. CoH more visual, DDO more skill.
IMO I have a lot in common with your story. There was one you didn't try in your list and that is DDO. I rate CoX and DDO very high in several of the same categories. Fast/exciting combat model, DDO a little faster, CoX a little deeper. PUG's great in both, I rate DDO a little ahead here, it is all Instances and you pretty much have to be on a team after you level up a few. The built in voice chat and even better community adds to it. DDO's instances in general are better then CoX's. I play both and GW's still, stepson is trying to get me into WoW, too much downtime so far, which isn't a surprise it's a typical mmo.
Not sure how good this one will turn out. But I'm definately into a MMO that when you enter combat you go into a nice turn based combat model, definately would be something different and if done right could be very tactical and cerebral.

I also tried DDO "some time ago" (probably over a year I'd say) and I got pretty bored pretty quickly. For me I think it was the closed-off nature of the world - e.g. one of the things that I love about MMO's is the completely open world where you can walk anywhere and bump into random NPCs, mobs, other players, etc.
It wasn't clear to me (sorry if I missed it) in your post as to whether or not that dynamic has changed. Is it still a mostly dungeon/instanced world with nothing else to see, or have they made the game more "open" like most MMOs (EQ, WoW, etc.)?
If they have indeed opened the world up, I will absolutely try it out again!
Yeah it's a different strokes for different strokes thing. For me travelling is boring, DDO is like a tight nit-city where all the adventure takes place within it. Someone starts up a DnD Module, you join and play it. Sell/trade, then do it again, a MMO'ish Diablo.
If one wants to say all DDO's dungeons are the same, then what is the rest of the mmo market's quest quality?
