PvX is basically an attempt to store the current meta builds, which however only is relevant if you're going to play HA or TA; since you there will be asked to play builds for "Sway" or Rspike and thus you can check before on PvX how the setup is.
However relying entirely on PvX for all your builds may be a bad idea; creating your own ones and seeing how well they work and so on is a good way to learn what works and what doesn't. In the beginning it's best to start off with playing already tested builds to get the basics; and then proceed to making your own ones.

Its not going to be beaten any time soon, conan, the latest contender, is too buggy, and the quests arent fun. Guild wars doen't have an extensive enough PvE world, but the PvP is better. And if you want t complain about leveling being too fast, play guild wars. I got to the level cap in a week, playing like 3 hours a day. The thing is World of Warcraft keeps getting new content, so its not really a 3 year old game as you say.
Well, the high times are understandable, how many warnings have you gotten? It increases as you get more warnings and break the rules more, that much should be expected. And if you do it too many times, I woulndt't be surprised if you got a permanent ban. You need to regulate your chat usage, maybe disble a channel or two to prevent yourself from getting into any more trouble.
