Amarr got a frigate make over (kinda). The Magnate is now the Anathema hull as well as its own tech 1 frigate hull.

0.5 - 1.0 you will receive police brutality ... right in the b-hole.
0.1 - 0.4 you will recieve security status hits if you engage in combat. Gate guns will fire if engaged near a gate.
0.0 - no PVP penalties
It IS possible to kill miners in highsec however. All you need is the knowledge to properly flip someones can (as well as a fool whos not paying attention), or obviously have a war dec against their non-newbie corp.
