It's not an instance, in an instance it's just you/your group, like in guild wars.  When you enter the ruins there are plenty of other players running around, and killing picts. 

I love the view from the top of that climb.

In beta I hated that climb point. They had to add a block due to when you reached the top over 50% of the time you would run of the other side. It always had a nice collection of tombstones surrounding it :)
