Most if not all flat montors can be rotated and that have the screen rotated from the video card. Im guessing this person has dual cards.

Yup they are both same kind of HP's Pivot monitors which can be freely rotated to what ever position you want. Pretty handy in working with photoshop, word etc. all simultaneously.
