Or it can even be someone who might have a very low pc system and not actually viewing it as we might see it. Just numerous reasons why someone might bury something....

I bury it because mounts are a joke in AoC. That "little ride"(accurate) probably took the OP all of three minutes to reach the end of the zone and into a load screen, heh.

Myself always look at screenshot for what they show, not what a game has to offer, for that I read the forums or reviews not so much by screenshot. ;)
