Issue 6 - PvP "outfit" rank 1 (Defense)...

How this works -- when you're doing PvP in mini-games like El Dorado, you get PvP experience, which accrues (with diminishing returns) up to 50,000. You get about 5 Citations per 10k of exp and can spend them in your faction city on upgrades to buffs that you receive when you enter the battleground, depending on what spec you want (Defense, Healing or DPS).

In addition to the upgraded buffs you get during PvP games, you also get access to the outfit that you can wear while elsewhere in the game (new with Issue 6).

The buff upgrade / outfit costs 10 citations (the white quality outfit is 5 citations, the next Rank 2 tier is 25 citations).
