That looks like you have a vid card problem to me.  Check your power supply, drivers, or maybe your vid card is dying on you.  I had the same issues with a previous card I had, 7900gtx a year and a half ago.

Good luck, and while the low res textures would pop up alot in AoC and the scene look like crap.  The performance of the game wasn't the main reason it sucked donkey balls.
