Um... actually that's just the Dx10 radial bluring on fatalities and a little luck on hitting the screenshot key at the right time.  This one was actually a half second early, but it was the best of the 3 I took.

When you get DX10, and you do a fatality, the screen blurs around the edges like that, and brings more focus to the killing blow.
