I think this game takes place after the KOTOR games so that means at the end of KOTOR 1 the planet was bombed meaning the city scape was mostly destroyed so naturally whoever was left alive would have to rebuild. =)

SWTOR takes place 300 years after KOTOR, if I'm not mistaken. So, yeah, Taris should be in ruins for several hundred years now, and is in the process of rebuilding.

The place's got a lot of quests! Though I quite liked it, the ruins of those immense structures mixed in with the green. I also liked the ambient music in this place.
