Before you can join a pirate nation, you must increase your degree of amity with that nation. Attack flag ships around the island where the pirate nation is located to increase your amity. Of course if you get close to their island, you will be attacked. To avoid conflict with the pirates, you must change to Red Name status and find the pirates’ leader to submit an application to join them. After the leader approves your application, you can become a pirate member of that nation.
