Thanks to all + Zcul for trying to Fix this so far.
This is a detailed Bug report that I assembled form my Town Mayors (Doombiscuit) PC who has this problem. (others seem to be getting it too)
We re-installed Java (tried 6 and 7), Cleared the Java Cache, Deleted the graphics.jar.
Tried Both stable and Unstable on 2 pc on that conection.
After he Called his ISP (comcast) they sed that they had reports but its not there side and they can find a problem
Ebonvoid also has Comcast as his ISP and can get on.
After a Talk with Zcul on IRC I went back and Made a direct link to the Client

Still the same
Problem started with the 3.1.68-3867 update of Friday 18 / 05 / 2012
The app Installer doesn`t finsih downloading. Its stand still at +-35% but its a little random each time.
From my testing and limited java knowledge it sees the .jnlp open it and Cache it but has problems downloading the files of the launcher.
