A GeForce GTX 560 Ti will typically be about 40% faster than a Radeon HD 7770.  It will also take more than double the power to give that extra performance, doesn't have as good of a feature set, and tends to cost a lot more.  It would be unusual for those to be the only two cards you're looking at.  A GeForce GTX 560 Ti typically performs somewhere between a Radeon HD 6870 and a Radeon HD 7850, both of which are quite a bit faster than a 7770.

I put a 6870 in my brothers computer and IMO bang for the buck its hard to beat. After rebate it was $140 off newegg ( promo code and mail in rebate). That was a few weeks ago tho.

Common misconception. Naming conventions for video cards are often intentionally misleading, although generally follow a pattern.

pixels per buck

budget but runs games decent enough on single hd monitor - amd 6850

mid range - amd 6870 OR nvidia 560gtx

bit higher than mid - nvidia 560ti

mid/high - amd 7850

high - amd 7870 (yeah the 590gtx is faster but its near double the price)

ultra - nvidia 680

overall i feel the 7850 gives best pixels per buck, but the 680 deserves honourable mention for being cheaper than the 590, 7970 and 6990 while being faster.

of your two cards the 560ti.  the 7770 is basicly the 6850 using the new tech (but a bit slower)  its your entry level 3d gaming card.  560ti is in a weird spot in that it doesnt have direct competitor, the 7850 is faster but more expensive, the 6870 comepetes with the 560gtx.

with amd, knock the middle 2 numbers up one to get comparative card in 6000 series.  e.g. 7770 = 6850  roughly...  6870 doesnt really have a 7000 series version as the 7850 is more like the 6950.

For AMD cards, the first digit is the generation, and the rest of the number gives the relative performance within a generation.  If older cards get rebranded into a new generation, then the new number will tell you the relative performance in the new generation of cards.

For Nvidia, the same is roughly true, except that Nvidia will often give the same number to different cards.  Sometimes they distinguish the cards with different letters, such GeForce GT 240 versus GeForce GTS 240, or GeForce GTX 460 versus GeForce GTX 460 SE.  Sometimes they don't even do that, but will have totally different cards with exactly the same name.  There are several ways to cope with this:

1)  Learn to read the specs (number of shaders, TMUs, ROPs, memory channels, and SMs, and clock speeds) and only buy from sites that give the exact specs,

2)  Assume that the card is the worst one with given specs,

3)  Buy something random and hope you get lucky (not recommended), or

4)  Boycott Nvidia cards in protest and hope that AMD doesn't end up doing the same thing.

For both vendors, numbers don't tell you the relative performance of cards across generations.

So would it be reasonable to say that the  amd 7850  is actually more on par with a GTX 570? cause if thats is so i found a nice system i may purchase.

Depends on the game and the resolution, 570 is faster in some and the 7850 in others. I'd still choose a 7850 though though due to the power consumption being much better and it having silly amounts of overclocking headroom, overclocked it's roughy on par with a 580.
