It was announced March 2007.  Hopefully more info from the GW dev team and justice from MMORPG.com is iminent.

regina said that they played GW2 during GW1 4th anniversary celebration and that it marked a great milestone for GW2 development

NCsoft is focused on Aion right now. GW2 will release after it rips  off eveything in WOW, cause everyone knows Blizz invented not  only MMO;s  but gnomes, dwarves and elves as well. Heck i bet Tolkien was a blizzard employee.
