Is the drop rate affected by the difficulty level? Do i have more chances for getting a legendary item if i play torment or not?

Yes it even lists it in difficulty descriptions - higher torment levels have higher chances of dropping legendary items.

It does, as above said. One thing to remember is that killing 500 mobs at torment 1 in say 30 minutes versus 100 in Torment 2 in the same time because you have to fight smaller packs means fastest usually means best :)
