If i have an account through the NA servers, can I log in and play on that while I am in Thailand?  Was not able to DL and Install it so far.  Keep getting the IP address error wher eyou have to verify with a code that is emailed, and that errors out as well.  Anyone have any ideas how to get around or fix this?

If Thailand has access to Tera Korea or Tera Japan then it's likely it's IP blocked from Tera NA and Tera EU. I think it's a matter of publishers of the same game not stepping on each others toes - at least in the case of Thailand. If that is your base of operations you might have to play those versions. Do more research to confirm this, this is stuff I've heard through the grapevine and there might be other options available.
