I have had about 3 good dueling experieces that were great for learning etc.  The rest was clicking decline as I passed through a populated area.  I would pretty much always accept if the person asked first. . .that was the 3 times.

Imo duels do have a place in GW2 but only if in the mist in some area dedicated to it such as a training area. I would not like it to see it in PVE maps though, even with a "decline" system in place.
