I'm from Britain and me and a couple of americans want to play this game.

1. Can I play on US servers with them?

2. Can I change the billing options to GBP instead of USD or would I have to use USD and also pay the conversion rates?

Thanks

1. You can play on US servers if you buy the US digital version from the turbine store.

2. I don't think you can change it to GBP but then it doesnt really matter its the usual 8.99/9.45 or whatever, you don't pay the conversion rates. ( at least I haven't noticed)

Thanks.

So if I just bought the digital version and the monthly sub, it won't be that much higher than normal?

Nah, maybe 40-50 pence higher or maybe the usual 8.99.

Probably the 1st though, cause ive noticed on my current MMO's the price is £9.49

It should be lower actually, since the US subscription rates are way cheaper than the EU rates, especially currently - with the $9.99/mo offer going on.  And yeah you really want to be playing on the US servers if you're from Great Britain, if only because everyone will speak English (as opposed to a much smaller %).
