No you only need to login if you want to play with someone through the internet.

Are offline characters same as online? meaning can i play offline solo for a bit then hop online with him?

Yes they are the same characters.  They are stored on your machine.

 

I've put in like 70 hours, most of which were solo.  This game doesn't have an economy and drop rates assume you are soloing and so it doesn't have the issues D3 has.

 

I'm now bored, but I got my moneys worth.
