Anyway, it's clear now that EA was set on charging for this all along. The "we may not charge" was basically just them covering their butts in case the survey results were unfavourable.

Those are some ridiculous surveys. It is basically asking, if we cut/didn't bother to add certain parts of the expansion what is the most money we can charge anyway and then charge some more with it in the cartel market... |
