What is the main goal or ranking methods for STO?

besides to seek out new life and new civilizations...to boldy go, yada yada yada....

From what I have read ALL are Starfleet (for now), and it is basically a Quest/Mission driven MMO where combat is versus NPCs any PvP seems to be mutually agreed upon chosen holodeck duels.

 Is there a rank ladder to climb here for PvE and quest system and a seperate one for the PvP holodeck combat?

From my understanding the 'rank' is like levels in other MMORPGs. I do not believe there are different levels for the PVE and PVP play. We'll have to wait to see how the two will play out together.
