All hope is not lost, while Romulans will not be in the game at launch, the devs have alluded that they, along with the Klingons will be released post launch in either expansions or heavy publishes/patches, so far only Romulans and Klingons are slated to be included in STO. Originally the devs wanted both Klingon and Federation factions, but saw that this would not be possible without making the two factions either too alike or not having enough content for each. So we're stuck with the Federation at launch, with PvP coming in the form of the holodeck, this working along the same lines as the arenas of other MMOGs except it will be serverwide, while not a replacement for factional warfare, it is at least a replacement.

They will have to include PvP at one time because of the "political" climate in the game. Make PvP only happen in the Nuetral zones between borders.

In any case I loved using the Romulan Warbird in any ST game, it is just a kick butt looking ship.
