The description of the Seers reminds us a bit of the 2002 film Minority Report, as they are essentially a network of powerful psychics that prevent crimes before they happen by monitoring the thoughts of Praetoria's citizens. The Seers are lead by Mother Mayhem, the Praetorian version of Sister Psyche, one of City of Heroes' signature heroes.
