The latest issue of the "Intrepid Informer, a dev blog published on the official City of Heroes website, features Paragon Studios' Phil "Synapse" Zeleski as he lays out what players can expect with the continuation of powerset proliferation Issue 21: Convergence.

If you're wondering why Dominators are left out of this latest round of proliferation, Synapse notes that they have "exciting future plans" for the archetype, but you're going to have to wait until Issue 21 launches to see 'em.
Sets such as Dark Blast, Ice Armor, and Poison aren't coming over as is. They will instead be coming over with a few tweaks in order to make them more viable for their particular archetype.
The oft-troubled Energy Aura will also see a fairly significant revamp as part of powerset proliferation 3.0, with the removal of the healing function inherent to Energy Drain, and the introduction of Electric Armor's "Energize" as a discrete heal power replacing Conserve Energy. The set has also been tuned for Stalkers as Repulse has been replaced by "Disrupt," a stun aura.
