In preparation for the "Beyond Dome of York" expansion, the Reakktor team has decided to update the look of Neocron city.  Here is a quote from the Neocron website:

Since Beyond Dome of York will add another city to the game, many players will want to move there. To make it easier for the players loyal to the city of Neocron to stay there, we decided to give its main zones an extensive facelift. Most of the work is being done to the most vital of city parts like Plaza sectors 1 to 4, however Viarosso and Pepper Park will profit too.
