The stat can be reset in any moment or only one time??

Have to buy stat resets from the item mall if I recall correctly.

Yeah you have to buy a stat reset scroll from the item mall or from other players. I think you can reset your stats for free if you're under lvl 30.

So yeah you can reset at any moment.

ya there are scrolls that reset 5,10 or even 50 off of every stat that u can buy from the cash shop

There is no free stat reset on any of the English versions I've played. The prices for the scrolls and the types of scrolls vary from franchise to franchise.

You can change your character's appearance for free for the first two days after creating the character.

Not sure about free stat reset under lev 20 but you can buy (from other players, auction house or in shop) scrolls that can reset either 10 points or 50 points. Very convenient indeed ;)
