 u can  creat new account but i cant play 
if u want play and if u have friend unblock coutry tell to him for creat account bcs lastday 
i have friend in france and he created for me now i playing 2moon

if u can find dns number for unblocked country change your dns number (china - france ) and then u can creat new account good luck
