I have been to the PlayNC site and see no option to do so. I have an account with them as well but saw nothing in account page.

I believe the beta application is only available in Korea.  So far there hasn't been any announcement for the NA beta signups that I know of.

Quoting Ayase (Aion's european community manager), in a post at another forum.

The fact that beta now only happens to cover the South Korean regions does in no way mean that we have any less desire to let other territories partake in testing the game. More rather, we would want nothing more. But reality remains - there are obstacles there that prevent us from doing so at this instant. I'm of course talking about localization, both client-wise and communication-wise. The client is not yet fully translated, and while it's progressing with a good pace - we don't want to expose the game to players in a language they probably don't understand. It just takes away too much from the MMO experience. To come to terms with this, the initial testing phases are in the development language, allowing the developers to put more time and effort in to actually making the game ... dare I say 'awesome'?
