The Goa'uld do not invent their own technologies. As for design, the ship's architecture looks Goa'uld, but the supporting technology looks more advanced. There are dozens of races seen in SG-1 alone that could have created this technology. Take the Tollans, for example. We only got a glimpse of what they can do and what their technology looks like. Many races in the Stargate universe are capable of building this structure. Pick one. Also, the helmet in the screenshot is not a serpent guard helm. It is a Horus guard helm.
