Is the game free to play or a never ending free trial? And if it is a never ending free trail what is the downside to it? What can you not go, or do you have a level cap?

Even though F2P would mean Pay2Win in such pvp intensive game, a LOTRO-like f2p/p2p hybrid system is needed because as of now WAR is in it's worst state since the release. I'm a dude. I do stuff.
