I haven't played EQ2 since Sentinel's Fate.  If my guild and I come back to the game now, would we have to buy the last 3-4 expansions in order to stay current with content?  Is there an option to buy them all together in a bundle?

This is the largest barrier for me getting guild mates to play EQ2 with me.  They don't want to have to buy all the x-pac's

In EQ2 an expansionpack always contains all the content prior to that expansion.

So if you buy COE you have all expansions.

The only exception is Age of Discovery which contains only additional gamesystems like mercenaries and skillapprentices and dungeonmaker but no quests or landmass.

You always have to buy that one separately if you want that content (up till now).

as already stated,

buying the latest expansion COE includes DOV

 

DOV will soon be offered for free

AOD is usually only wanted for mercenaries / beastlord class
