You can get some of the best gear in the game from the chaos arena. Which I believe is called either something related gladiators or Chaos "Gear".
The korean development team did say that damage would be scaled accordingly to create a balanced and fun pvp enviorment, this was not the case.
However there are different modes to fight in.
Don't look towards maple story for pvp, unless you want to be disapointed.
