Google "MMORPGMaker" if you want to make your own MMORPG.

I'd like to see the "end game" for DDO be rolling up a new character and playing new dungeons. I dislike the current MMORPG strategy wehre you make higher and higher levels, or you make tons of content, but most of it is for the maxed out toons. IMO that's boring.

Once you get to 20 (I know it's only 1-10 for now) you should clear out all the 20th level dungeons, then retire gracefully and roll up a new toon so you can play all the new 1-20 content the devs have released.

From the darkness I come then you scream!

Ok I see your point and agree some what. What about those of us who are at say lvl 18-19 and all the 20 are retired? Know one to help some times these games depending on your level are sparse. Last night on CoH I waited around for 20 minuets before I got teamed up with 2-4 level below me just so I can continue to try and hit the lvl 50. come on all the people I used to play with have retired there ultra levels and started anew or are trying the other side?

I think there is a good and a bad side to this whole thing

Well i hate idea of having a cap on lvls myself. Because some of us may not wanna make 20 toons ...instead we would like more content for our pre existing toon. Right now im playing a game and content is low because everyone has hit max lvl. People have made new toons to go through the old quest..but with nothing new being in but once in awhile...It make it boring. So most end up with about 5 lvl 80 characters...heh.. I do think in D&D it should be able to multi class it after you hit a certain level. meaning say you hit level 20 *which could be cap* then as u are level 20 and u are cleric, U could choose a new guild and be like Cleric,fighter...this way you are lvl 20 cleric lvl 1 fighter...and as u do new content new xp would go towards fighter instead of cleric which is maxed..just a idea...of course could make it so there would be negatives to multi guilding it..but would be so minor people would wanna do it....

You have two problems with the level cap here.

First (and foremost) the d20 system goes wacky above the 22th (or 23th) level. You can play it but all the balance just die level after level. You don't have more spells, at least a good set of tested ones. You don't have more class o race abilities to add, just improve the current ones. What they can do is allow you to reach a Lv. 10 with a prestige class plus get every base class you have to the level 20th.

Secont (and not less important) Eberron is a low level setting. All in Eberron was made thinking in low level parties, the epic high level battles will happen in Forgotten Realms, not here. At least not in Stormreach...
