If there is one thing this game could really use is some solid player-created content, there must be more game-creation minded fans of this franchise than just about any other IP on earth.

City of Heroes already did what this game should have had from it's inception, though I think DDO could do it better, the adventures crafted by Turbine are really good & I think the game would really benefit from some quality player content, it would need to be done right though, no easy as pie adventures with insane xp, so the adventure building tools would need to have a way to rate the xp based on the content in the adventure and it's difficulty settings etc.

I think it's entirely doable though, and would add a whole other dimension to the game, there may even be room for professional-quality content to be endorsed by Turbine & both the creator & Turbine benefit from selling it as a adventure pack to act as an incentive to drive up quality.

This last one looks like a really good idea.

I believe, from an interview I've seen, that this is in the works. 

I don't know how this is going to work or pan out, but this is certainly a direction they want to go. It has to be implemented in way that won't cause people NOT to purchase VIP content.  If there was so much player content available, and everyone had access to it, why would you even pay to play?  So if they do this, there would have to be a ranking system that players could use to rank the dungeon they just played and depending in the rank, it maybe available to Free players or either premium or VIP.

Or, make all player content only accessible to Premium and VIP players.  That way, you don't risk sabotaging any incentive to pay to play.
