You can stay in the harbor till level 4 if you want. Or you can bribe the guard at the gate to the marketplace 20 gold to let you pass. Around level 3 you should find a group to complete the WaterWorks. This will allow you free access to the marketplace that opens up the rest of the game.

You can group anytime in this game even at level 1. If you want to do the hard and elite modes of dungeons you're going to want a group. Just look at the group window and if you see one you like hit join or send a tell. Tell them you are new!

If I left anything out hopefully someone will post.

Seven pretty much has it down.  You don't have to be 'stuck' in the harbor if you don't want to, however, I suggest you quest there as much as possible in the early stages of character development.  This will give you a good feel for the game and get you into your play style.  The harbor quests are there for a reason and they really help you get to the appropriate level so you can start on the Market quests and not die 50 times every adventure.  Sometimes the transition from harbor quests to market quests can be a little hard depending on your build.  You should probably do Water works also.  It's good XP and you get some good completion loot for starters.

Arndur,
I like your signatures.  I'm a BIG fan of HHG2TG and I am also military.
